Job Description

SOS International LLC (SOSi) is seeking a Program Manager to assist SOSi in building a team and developing a winning proposal for a large IDIQ contract vehicle providing critical training services to friendly forces supporting global counterterrorism and counter-narcotics. A formal solicitation for this contract opportunity is expected to be released for competition very soon. The ideal candidate will serve as the OCONUS Program Manager upon award of the contract.

 

Essential Job Duties

 

  • Collaborates with capture, proposals, operations, and management teams to develop proposal strategy, solutions, and themes that support the win strategy by providing technical advice and experience in Counter-Narcotics Training
  • Analyzes and understands the requirements of the Request for Proposal (RFP) and plans and crafts responses that adequately meets and addresses these requirements
  • Writes a clear, persuasive, and articulate proposal and related materials; translating SOSi’s past accomplishments into easily understandable text. Rewrites and reviews proposal sections and related proposal documents ensuring accuracy, clarity, readability, and consistency with company guidelines, standards, and customer requirements
  • Analyzes data to ensure relevancy of past performance materials to current requirements and describes clear, measurable benefits by mapping past performance to customer and contract requirements
  • Develops technical and management approaches in alignment with the bid strategy, assists with the development of the cost volume and conducts interim briefs to corporate leadership to assess strategy, issues, and bid progress
  • Meets proposal deadlines by establishing priorities and target dates for information gathering, writing, review, and approval
  • Duties may include travel to various domestic and international locations in order to coordinate requirements and plans

 

Minimum Requirements

 

  • Candidates will be subject to a government security investigation and must meet current eligibility requirements for access to SCI classified information; United States citizenship required

  • BA/BS in a discipline equivalent to the required duties and responsibilities; Master’s degree is desired

  • 15+ years of industry related experience in counter narcotics, customs, or border control with; 8+ years managing contractor personnel on ID/IQ programs with individual projects and task orders valued between $5 million and $20 million USD and supporting the USG or Special Operations Community 

  • Demonstrated experience with Irregular Warfare and contracts or operations supporting CENTCOM, AFRICOM, SOUTHCOM or PACOM, and expertise working with Unified Combatant Command (UCC)

  • Demonstrated experience in overseeing air operations, maintenance, logistics, construction and/or base security in austere and hostile environments

 

Additional Information (Deliverables)

  • The selected candidate shall provide detailed components of the proposal to include the outline, technical approach, management approach, staffing and transition plans, cost narratives and other components of the final proposal. The consultant shall participate in color team review sessions as well as recovery from these efforts which will include editing and re-writes of various proposal sections. The consultant shall provide weekly In Progress Reviews (IPR) to the SOSi Technical Representative, describing (i) progress against open tasks, (ii) a description of all actions completed since previous IPR, (iii) expected progress during the upcoming weeks, and (iv) the updated schedule for completion of the project.
