Hispanic magazine's editors examined job growth, schools, cost of living, political power and culture to determine the rankings. Austin is the best city in America for Hispanics to live and work, followed by Miami; San Diego; San Antonio; El Paso; Albuquerque; Tucson, Ariz.; Los Angeles; Chicago; and Las Vegas.
